First Steps: Service Coordinator
Competencies
First Steps training is competency-based and leads to outcomes that reflect that competence. Competency statements have been developed for Missouri’s early intervention personnel. These statements delineate the core knowledge and skills that are expected of personnel who provide early intervention services.
The following competencies are targeted in the First Steps Service Coordination training:
Demonstrate knowledge of the Individualized Family Service Plan (IFSP) process including referral and intake; evaluation, assessment, and determination of eligibility; IFSP development, implementation, and monitoring; transition; service coordination; and procedural safeguards
Demonstrate knowledge of the organizational structures that support the First Steps system (e.g., lead agency, state interagency coordinating council, etc.)
Demonstrate ability to effectively communicate with a variety of people (e.g., families, service providers, community providers) in a jargon-free and culturally sensitive manner
Demonstrate ability to use effective problem-solving, decision-making, and conflict management strategies
Demonstrate awareness of strategies that support interagency collaboration (e.g., interagency agreements, local interagency coordinating councils)
Demonstrate awareness of the variety of community resources and supports available to families
With the family and other team members, demonstrate ability to implement and monitor an IFSP that incorporates child and family outcomes within natural environments
Demonstrate ability to support and facilitate family and child interactions as the primary context for development and learning
Demonstrate ability to implement policies and procedures that support children and families as they transition into, within, and from the First Steps system.
